An easement is an interest in property for a particular purpose. Public utility easements that are dedicated to the Town of Fuquay-Varina cover water or sanitary sewer lines and can range from 20-40 feet wide. Private stormwater or drainage easements are located in areas where there is a storm drain system, a stormwater swale and/or access to a stormwater management structure such as a wet pond. Generally, you cannot make any improvements in a drainage easement. That means no fences, sheds, walls, trails or buildings. You should avoid planting trees or much landscaping as well. A property owner can maintain easement areas just as he or she would the rest of the yard. The Town does not maintain easement areas in lawn areas.
The Town maintains the storm drainage system within the Town maintained street right-of-way only. NCDOT maintains storm drainage systems on NCDOT maintained right-of-way. Storm drainage pipes and drainage paths off the right-of-way are the responsibility of the individual property owners unless a HOA is identified for maintenance on the recorded plat.

The Town provides four payment options.
1. Pay in person at the collection window inside Town Hall. A utility bill drop box is located next to the E. Jones Street parking entrance for times the office is not open.
2. Bank Draft Service automatically deducts the amount of your utility bill on the day before it is due each month from a checking or savings account. You can set up the draft by completing the bank-draft-authorization-form and returning it to Town Hall with a voided check.
3. Mail a check or money order to Town of Fuquay-Varina, 134 N. Main Street, Fuquay-Varina, NC 27526.
4. Pay online with a credit or debit card at www.Fuquay-Varina.org/eutilities. To pay by credit card at Town Hall, use the kiosk inside Town Hall located at the collection window. A small processing fee applies. The ability to use your credit card to pay for other Town services is coming soon.
The two prong outlet does not have a ground wire in it therefore if you use an adapter and plug in a three wire cord, then whatever you are using is not grounded. You become the ground if something goes wrong with that appliance meaning that the electrical current will pass through your body rather that the ground wire present on three wire cords and outlets. The National Electrical Code prohibits this activity.
Yes, provided they are located on a noncombustible surface, located a minimum distance of 20 feet from the residence or any raised structure, and do not burn synthetic material, refuse, yard waste, or salvageable material for fuel.
Outdoor masonry fireplaces constructed in the same manner as indoor residential fireplaces are allowed in the Town. All distance and fuel requirements listed above are applicable as well.
Yes, provided the campfire is located at least 25 feet from any structure and 25 feet from any property line. The campfire shall be no larger than four square feet and shall be surrounded by bricks at least two tiers high. Synthetic material, refuse, yard waste, or salvageable material may not be used for fuel.
No. Smoke from an allowable outdoor fire is not considered a nuisance under State Open Burning Rules.
You may be required to extinguish the fire by fire officials if the identified parameters are not met, it creates hazardous conditions, occurs during a burning ban, or does not comply with identified regulations.

To ensure the most effective service at the time of an emergency, our crews must remain in their designated response territory with the fire trucks during their entire shift. Our crews work 24-hour shifts with no scheduled breaks and meals are not provided by the Town. Oftentimes, the crew will pool their money together, shop at the grocery store, then prepare their own meals. Many times, the crew will decide to dine out at a local restaurant or purchase food from a local restaurant and bring it back to the station. Sometimes they receive a call while shopping for food or dining out, which means they leave directly from the grocery store or restaurant and return later to finish their shopping or their meal. Also, you may see Fire Department vehicles at local businesses on official business such as inspections, performing training or education, answering questions or complaints, or even shopping for needed fire department supplies and equipment.
Firefighting is a physically challenging profession that requires a high level of physical and mental readiness. The nature of the occupation demands a great deal of physical strength and stamina. To insure the safety of our operational personnel and the well-being of Fuquay-Varina residents and visitors we serve, our crews are required to perform physical fitness activity while on duty.
Breaking out any windows during a fire is something you should NOT do! It can make the fire much worse and decrease the chances of survival for trapped occupants if not done correctly.
When firefighters break out windows during a fire, they are using a scientific approach, learned during extensive training, to extinguishing the fire. Windows are broken in coordination with firefighters on the inside extinguishing the fire to create an escape route for the superheated steam and gases to escape. Without the windows being removed, the steam could burn the firefighters and hinder rescue efforts of any trapped victims.
It's for the safety of our personnel and our patients. Blocking extra lanes keep our personnel safe when they go back to the apparatus to get more equipment, and it helps protect the victim we're trying to stabilize.
All fire department personnel are certified Emergency Medical Technicians. Many times, the fire department is the first unit to arrive and able to provide critical care until an ambulance is on scene.
The fire hose is the lifeline of a firefighter when fighting a fire. If you drive over it, the hose can be damaged, and any firefighter at the end of a nozzle will have the water interrupted -- possibly causing injury or death. Also, it is against the law in North Carolina (NC G.S. 20-157(a)) to run over a fire hose. Penalties can range from a simple fine to being charged with murder depending on the incident.

The Fuquay-Varina Fire Department has mutual aid agreements with all the departments in Wake County and a few departments in Harnett County. These agreements provide for the closest fire engines, trucks and ambulances to respond in the event of an emergency and when additional resources are needed. The National Fire Protection Association recommends that for every structure fire that there be a minimum of 18 firefighters on scene within 8 minutes.
No, the fire department does not service fire extinguishers. There are private fire protection companies that offer those services. They can be found in the phone book or through an internet search.

On July 1, 2000, the North Carolina Department of Insurance became the agency responsible for the fire insurance rating of municipalities/fire districts with under 100,000 population. Ratings are based on the fire department infrastructure, delivery of service methods, response times, adequate staffing, water supplies, etc. A classification of 1 to 10 is assigned based upon the results of the inspection. A rating of 1 indicates the highest level of fire protection. Lower ratings mean lower premiums on fire-insurance rates for both commercial and residential properties. Insurance Companies use this number to provide a cost of Insurance on real property.

No. We strongly suggest placing an open can of tuna at the base of the tree (this usually works), leave the immediate area and wait for the cat to get down on its own. We generally do not rescue stray animals due to their unknown medical condition (i.e., rabies, distemper, etc.). The Fire Department does carry emergency life-saving equipment for house pets involved in smoke/fire situations.
Fire Department units are dispatched according to information received by the 9-1-1 operator. The Fuquay-Varina Fire Department believes in being prepared to deal with the worst that could happen. Discovering that we need more units once we arrive is often too late. We have learned from experience that it is better to have too much help on the way than not enough. For example, a structure fire requires a minimum of 18 personnel and various specialized equipment to perform all of the needed tasks. Firefighting teams are assigned certain responsibilities such as fire extinguishment, search and rescue, ventilation, salvage, safety, accountability and rapid intervention teams when firefighters become trapped or injured.

The Town approved the conversion of a portion of its existing drive-by (AMR) system to a fixed and real-time reading network, referred to as Advanced Metering Infrastructure (AMI), in July of 2018 following years of consideration, analysis, and planning. In the initial phase, a portion of the Town’s meters will be optimized and the billing software will be integrated, so the entire process, from the meter to the bill, will be tested and verified prior to Town-wide installation. The Town will utilize existing Itron transmitters and manage the data through Choice Connect AMI Network System, thereby expanding the benefits of its existing metering equipment. The initial phase is expected to be completed by October 2021.
The enhancement of existing equipment will provide 720 reads during each billing cycle rather than 1 read every 30 days as is currently designed. This detailed usage will enable the Town to automate its meter reading process, provide improved customer service through data access, reduce leaks to promote resource conservation, and improve Utility operational efficiencies by capturing real-time meter reading data.
The Advanced Metering Infrastructure (AMI) system is made up of several “smart” components that communicate using wireless and radio frequency technology. Inside the meter box, a small radio is connected to the water meter that records and transmits a reading on hourly intervals to a collector. These data transmissions last only several milliseconds and are smaller data size than text. A collector will be mounted on top of the Town’s water tanks. The collectors store all the reads and sends batch uploads twice daily to the software accessible at Town Hall.
The meters use wireless radio frequencies, similar to wireless Internet and cable TV, to send and receive information to and from the Town’s Utility and Billing staff. The meters and communication system are regulated to meet all federal communications, safety standards and codes. There is no personal identifying information captured or transmitted by the meter.
The meter will measure customer usage the same as before the conversion from AMR to AMI. Improvements will be realized in how the meter reading data is captured as well as alerts and notifications such as stopped meter, customer leak detection, and utility distribution system leak detection
The project is being managed for the Town by MeterSYS, a Raleigh-based advanced metering consulting firm, specializing in advanced metering technologies. MeterSYS will be responsible for overall management of the project, field meter box improvements, software installation, and training along with the manufacturer Itron and their AMI certified technician, United Systems and Software. Field personnel working on the project will carry proper identification and have successfully completed a background check. Field personnel will not need to enter residential property, nor will they be asking for any form of payment from customers.
The work being done will not disrupt customer’s water service and will take less than 15 minutes to complete enhancements at each service location.

All parks are open from dawn to dusk except for approved programming under light. The Splash Pad is open from 11 a.m. - 7 p.m. daily from Memorial Day to Labor Day.
Rezoning is necessary if you wish to develop or use property for a use that is not permitted by the current zoning classification. Rezoning property is not always the only avenue possible and should be evaluated thoroughly before an application is made, as the process can be expensive and time consuming.
If a zoning change is approved the new zoning classification replaces the old. The uses that are permitted in the new classification are now allowed on the properties.

A permit is required for all accessory structures. The term accessory structure includes a shed, utility building, detached garage etc. Even if you purchase a prefabricated shed from a local retailer, a permit is still required. The permit allows the Town’s staff to verify that the accessory structure meets the required setback (typically 8 feet from the property line and outside of any easements) and does not exceed any of the Town’s other regulations. The Town’s Inspections Department facilitates this permitting process.

The trend of keeping backyard chickens has been on the rise over the past number of years. Whether the interest is for sustainability, comfort, food independence or other reasons, the Town supports this initiative. The adopted Land Development Ordinance which became effective on Dec. 30, 2016, allows for a maximum of five (5) chickens restricted in a pen on residential lots within the Town limits as long as restrictive covenants do not apply. An easement is an agreement on property for use of the area within the easement. The easement is part of a piece of property and is not separate like a right-of-way. For example, a drainage easement on a residential lot is an agreement for perpetual use of the area included in the easement for drainage of water. In addition to drainage easements, some other common easements are for water, sewer, and greenways. Because the area is intended for an explicit, continued use it cannot be used for other purposes unless specifically approved by the Town.

Yes. A zoning compliance letter from the Planning Department is required. The purpose of the letter is to allow the Town to verify that new businesses are permitted and have approval for the location in question. Sometimes lending institutions and other government agencies may also require a property owner to obtain a zoning compliance letter. There is a $50 fee associated with the letter. Processing time is typically 2-3 business days from the date of request. Requests should be made via email to email@example.com and should include the address and type of business proposed, business name and information, and another other information the applicant may wish to be provided in the letter. Payment is required prior to pick-up of the letter and can be paid at Town Hall located at 401 Old Honeycutt Road.
As technological advances are made, more and more people are working from home. Some people also run small businesses from their homes. These are called home occupations, or home-based businesses, and are allowed with approval by the Town’s Planning Department via a letter of zoning compliance. While the Town fully supports these creative uses, the Town is also charged with ensuring that a home occupation does not conflict with the intent of the property or create negative impacts to the neighborhood. From time to time citizens request a copy of the survey map of their property, or even request that a survey of their property be performed. Neither of these requests can be fulfilled by the Town. In North Carolina, survey maps are recorded at the county level. Here, that is with the Wake County Register of Deeds. You can easily search that website (http://services.wakegov.com/booksweb/genextsearch.aspx) if you have some information to start from. Most often property (or lots) in subdivisions is typically shown on a recorded map of the overall subdivision. In order to have a survey performed on a piece or property, you will need to contact a registered land surveyor.

The hourly rate is the actual officer’s salary/benefits per hour with a minimum of three hours. A contract is signed by the requesting party for the officer for the event and the Town bills the requesting party.
The Town provides bi-weekly curbside recycling collection. Please place items directly into your blue recycle cart. DO NOT place recycle material in a plastic bag of any kind and make sure the cart is placed curbside the night before your assigned day to ensure pickup. The Town of Fuquay-Varina will not empty blue recycling bins if materials are placed in a plastic bag of any kind or contain non-recyclable material.

When our staff sees items that are non-recyclable in a recycle cart, they will leave the items behind or they may leave the entire cart depending on the situation. The following items cannot be placed in the garbage cart:
Treated wood, recyclables, yard waste, liquids, dirt, masonry, rock, metal, wood, building materials, ashes, loose diapers, animal waste, contractor waste, fluorescent light tubes, electronic waste or hazardous waste. Please consult with Wake County Solid Waste management to determine the correct disposal of these items.
There are only two holidays each year that affect trash/recycling collection. Trash/recycling is not collected on Thanksgiving or Christmas Day. All other holidays, citizens can expect to have their trash/recycling collected on their normal service day. If a holiday falls on Monday, bulky items and appliance pick-up will be on Tuesday.
Yard Debris collection is a year round service whereas loose leaf collection is available from mid-Oct. thru mid-Feb when leaves are falling due to autumn weather changes.
Yard Debris service must be requested by completing the online form. The Town requires that yard debris be placed in a rigid medium-sized plastic container not to exceed 40 pounds. Bags will not be accepted.
Loose leaf service does not need to be requested. During loose leaf collection, simply rake leaves to the curb. Other rules apply to both yard debris and leaf collection.
Complete the online request form by Friday by 5 pm for pick-up on Monday. There is no fee for this residential customer service. The town does not collect construction materials, treated wood or pallets or hazardous waste materials. Bulky Item Request Form
Yes. Complete the Appliance Pick-up Request Form and pay a $10 / appliance fee at the Finance Office. Once the fee is paid and pick-up scheduled, the appliance will be picked up on Monday. To ensure pick-up, both the request and fee must be made by Friday at 5 pm.
Citizens can dispose of televisions, computers, monitors, scanners, printers and other electronic waste for free at the Electronic Recycling Convenience Center located at 900 S. Main Street behind the Community Center and is open 24 hours per day.
Curbside pick-up of electronic waste is available for a $10 fee. Pick-up is on Monday and the fee must be paid by 5 pm on Friday. Make the pick-up request and pay the fee at the Finance Office located at 401 Old Honeycutt Road. (Monday - Friday, 8 am - 5 pm)

Absolutely, we frequently have volunteers from local high school groups. We do ask that if you are under the age of 18 (and are not accompanied by your parent or guardian), that you have your parent or guardian sign a liability waiver prior to the event. School groups should also have an associated adult present for the event. Completed waivers may be emailed to email@example.com or hand delivered at the TOFV Town Hall. Participation Certificates are also available with preregistration.
