Surroundings: The acreage requested for rezoning is bordered on the
North by residential lots zoned Residential 20;
East by residential lots zoned Residential 40;
South by vacant farmland zoned Residential 20 and
West by vacant farmland zoned R20 and a portion of Morgan Creek subdivision zoned R8.
Roads: Access is from Purfoy Road
Utilities: Town water and sewer will have to be extended to the site.
Significant Natural Resources: The proposed rezoning site is in the Kenneth Branch watershed of the Cape Fear River Basin. In the northwest portion of the site there are about 8 acres of significant natural resources consisting of floodplain, riparian buffer, and mixed hardwood forest around the headwaters of Kenneth Creek.
Recommendation: Approval is recommended. The proposal for rezoning is consistent with the land use plan indicating low to medium density residential land use as an appropriate use for this site. Development in the northwest portion of the site will have to include 50 ft riparian buffers and will effectively result in low density land use up to 3.9 units per acre in that potion.
