Request: Rezone 134.97 acres from Residential 30 (R30) to Residential 10 (R10).

Location: East of Town on NC HWY 42

Rezoning Petitioner Wher Dev

Property Owners: Fred Holleman, James Holleman, and Linda Holleman

Site and Surroundings: The site is farmland, adjacent to two subdivisions on the west, Harrison Place zoned R10 and Holly Ridge zoned R30. On the east is Deer Brook Subdivision zoned R30. South of the site is vacant land zoned R30 and a portion of the South Lakes Planned Development zoned PD. To the north is NC HWY 42 and vacant land zoned R20.

Roads: The site has access from NC HWY 42 East. Future extension of the Eastern Parkway is shown on the east side of the site.

Utilities: Town water and sewer may be made available to the site.

Significant Natural Resources: There are approximately 30 acres of significant natural resources on the site, consisting of riparian buffers located in the Panther Branch watershed of the Neuse River basin.

Consistency with Comprehensive Plan:. The proposal is for Residential 10 zoning, which is consistent with the Land Use Plan indicating Medium Density Residential as the appropriate future land use for this location.

Staff Recommendation: Recommendation is for Approval. The size of the tract and its location are appropriate for medium density residential development as envisioned by the adopted Land Use Plan. The proposed rezoning is reasonable and in the public interest considering the character of the site and the surrounding area. Residential 10 zoning is in accord with the Land Use Plan and will be compatible with the area where it is to be developed.

Request: Zone 9.45 acres (formally Wake County zoning Highway District (HD) to Fuquay-Varina Residential 30 (R-30).

Location: East of Town on NC HWY 42 East within the Urban Services Area (USA) of Fuquay-Varina

Zoning Petitioner: New Hope Presbyterian Church

Property Owners: New Hope Presbyterian Church

Site and Surroundings: The site is currently developed with the church and day care facility. The property to the south across NC 42 East is zoned Wake County Highway District, the property to the east and west of the site is also zoned Wake County Highway District, and the property to the north is zoned Wake County Residential-30.

Roads: The site has access from NC HWY 42 East.

Utilities: Town water is available to the site and the church has connected to the town water with the annexation. Town sewer is not feasible to provide at this time.

Significant Natural Resources: There is approximately 1 acre of significant natural resources on the site, consisting of riparian buffers located in the Terrible Creek watershed of the Neuse River basin.

Consistency with Comprehensive Plan:. The proposal is for Residential 30 zoning, which is consistent with the Land Use Plan indicating Low Density Residential as the appropriate future land use for this location.

Staff Recommendation: Recommendation is for Approval. The size of the tract and its location are appropriate for low density residential development as envisioned by the adopted Land Use Plan. The proposed zoning is reasonable and in the public interest considering the character of the site and the surrounding area.
