| | Q | How do I connect to Town water or sewer? |  | | A | If you live or own an existing lot in the town limits you will be required to pay the fees associated with a connection to the water or sanitary sewer. These fees include acreage fees, tap fee, fee in lieu of assessment and the cost of the meter. In order to calculate the fees the owner needs to provide the Planning Department with a copy of a plot plan or the acreage of the lot and linear feet of lot frontage along the public right-of-way (if a corner lot the longest side adjacent to public right-of-way). Once the fees have been calculated the owner will pay the fees to the Planning Department. The owner will then take a copy of the receipt to the Water Department which will set up an account and schedule the Public Works Department to make a tap and set a meter box and meter on the property. The Town will make the tap for a three-quarter inch meter for single-family residential, any tap over three-quarter inch will be the responsibility of the owner to hire a contractor to perform the work under the supervision of the Town. All commercial taps are the responsibility of the owner under the supervision of the Town.
For a request to tap water or sewer for property owners outside the town limits but within the Extraterritorial Planning Jurisdiction (ETJ) the owner must submit a written request to the Town addressed to the Town Manager. The letter must indicate the location, address, specifically what is being requested and a map attached providing a general location of the property with acreage and property boundaries and distances. This request will then be submitted to the Town Board for review and action. If the Town Board approves a tap the owner will be responsible to pay the appropriate fees and either submit an annexation petition or execute an annexation agreement. An annexation petition or annexation agreement must be submitted prior making a tap. The process would then follow the same steps as indicated above to pay the fees and set up an account. If an annexation agreement is executed the monthly utility bill will be doubled until the property is annexed.
All other request outside the town limits and ETJ must request annexation before the Town will consider a water or sewer tap. There is no guarantee if the Town Board annexes the property that a utility tap will be permitted. The Town Board has adopted an allocation policy that outlines the review and approval process for water and sewer taps. The exception to the policy is if there is an emergency circumstance such as contaminated water, a dry well or failing septic system, then the Town Board may consider a water or sewer tap for public health and safety.
