Stormwater : Past, Present, and Future

PAST:

In 1972, the Clean Water Act was created by the Federal Government to set water quality standards for all governing bodies. As a part of the Clean Water Act, the NPDES (National Pollutant Discharge Elimination System) was established. The NPDES permit program controls water pollution by regulating point sources that discharge pollutants into waters of the United States. Point sources are discrete conveyances such as pipes or man-made ditches. Individual homes that are connected to a municipal system, use a septic system, or do not have a surface discharge do not need an NPDES permit; however, industrial, municipal, and other facilities must obtain permits if their discharges go directly to surface waters. In most cases, the NPDES permit program is administered by authorized states. Since its introduction in 1972, the NPDES permit program is responsible for significant improvements to our Nation's water quality.

Phase I of the NPDES stormwater program was established in 1990 and thereby required permit coverage for large or medium municipalities that had populations of 100,000 or more. The Phase II program extends permit coverage to smaller (< 100,000 pop.) communities and public entities that own or operate a municipal separate storm sewer system (MS4).

The Town of Fuquay-Varina is currently a Phase II community and therefore authorized to discharge stormwater from its MS4 to receiving waters within the Neuse and Cape Fear River Basins. The stormwater discharge is to be controlled, limited, and monitored in accordance with the Stormwater Management Plan as put forth by the NPDES program.

PRESENT:

Scope of the Plan

The Stormwater Management Plan is a comprehensive strategy to reduce the discharge of pollutants from the MS4 to the maximum extent practicable, and to protect water quality. The management of this program is to be overseen by the permittee. He/she is responsible for the following :

1) developing and maintaining legal regulations, ordinances, policies, and procedures pertaining to stormwater discharge

2) implementing modes to prohibit illicit connections, spills, and illegal dumping in the MS4

3) maintaining adequate funding and staffing to implement and manage the plan

4) providing appropriate education, training, outreach, and public involvement programs to ensure an overall involvement in the reduction of pollutants into valuable water sources

5) implementing a program to reduce pollution from construction site runoff and a post-construction site runoff control program to regulate new development and redevelopment by requiring structural and non-structural best management practices

6) evaluating municipal operations and developing and implementing an appropriate program for municipal activities and ongoing operation and maintenance of municipal facilities

The Town of Fuquay-Varina’s Current Involvement

The Town of Fuquay-Varina is working hard to keep the water ways free of illicit discharge and other pollutants. We currently have a Stormwater Hotline setup that allows the citizens to report illicit discharges, erosion/sedimentation, draining of wetlands, and removing riparian buffers.

Polluted water systems can be indicated by the following symptoms :

Some indications of illicit discharges :

o Unusual color or cloudiness

o Strong pungent or musty odor

o Floating debris

o Surface scum or foam

o Oil Sheen

o Algae

The Town of Fuquay-Varina also has two crucial ordinances in place to assure clean water :

a) Floodplain Management Ordinance

Ordinance No. PZ-06-07 : To control the alteration of natural flood plains, stream channels, and natural protective

barriers which are involved in the accommodation of flood waters;

b) Riparian Buffers Ordinance

Ordinance No. PZ-05-05 : To assist in the protection and preservation of riparian buffers in the Neuse River Basin regulated by the Department of Environmental and Natural Resources and Cape Fear River Basin

Upcoming Programs

  • Adopt A Stream - Stream clean-ups involve the physical removal of trash and debris from the stream channel to a nearby designated location for collection and disposal by the Town
  • School and Town sponsored presentations – Provide storm drainage presentation including interactive watershed model
